Stage 1 - Light Rail Network: Federal Highway/Northbourne Avenue & Block 13 Section 63 City
On 10 February 2016, the NCA received an application for Works Approval (WA20277) from the Capital Metro Agency for the construction of works associated with Stage 1 if the proposed light rail network within the Northbourne Avenue and Federal Highway corridor. In accordance with the NCA's 'Commitment to Community Engagement (February 2015),' feedback was sought on the application from the community and interested stakeholders. Comments closed on 18 March 2016.
The NCA undertook a comprehensive assessment of the planning merits of the application and determined the proposed works were not inconsistent with the relevant principles and policies of the National Capital Plan. Works Approval was granted on 27 April 2016 and the Consultation Report is now available.

LOCATION OF WORKS:
Northbourne Avenue and Federal Highway road reservations (between Alinga Street and Flemington Road) and construction compound on Block 13 Section 63 City.
DESCRIPTION OF WORKS:
This WA application was phase 1 of a multi-phased Works Approval process.
Works included and under consideration in this WA included but were not limited to light rail tracks, hard and soft landscaping (including the tree removal and replacement program) and road/site works.
Works excluded from this application but subject to future WA applications included:
- Detailed stop design
- Ancillary equipment (such as communication equipment)
- Light rail overhead wiring, signalling and systems
- In-ground services and utilities
- Temporary works (such as site establishment and temporary traffic management)
Due to the complex scope of the proposed works, CMA is required to apply for further approvals for all associated light rail works through a series of WA applications.
