Job description

The National Capital Authority (NCA) is seeking a suitably qualified professional to provide strong strategic leadership to the Finance section and provide strategic financial advice to the Senior Executive of the agency.

Working as part of a small and energetic team the successful applicant will be responsible for all aspects of the finance function, including internal and external financial reporting, internal and external budgeting, asset accounting and working closely with Project Officers who are responsible for the management and renewal of the NCA’s assets.

The person we are looking for:

  • Will have sound judgement, emotional intelligence and be an excellent communicator.
  • Will be an energetic, critical thinker with a demonstrated ability to undertake independent assessments and provide recommendations regarding budget and financial matters.
  • Will have experience in all aspects of accounting and have a good knowledge of the Commonwealth Financial and Budget Frameworks.

The key duties of the position include:

  1. Provide leadership to the Finance Section and work with them to deliver the agreed outputs of Government. Develop and motivate the team to achieve the required strategic goals of the Section.
  2. Develop and implement financial strategy within a complex financial and budgetary environment.
  3. Responsibility for non-financial asset management, accounting policy and revaluations. The NCA maintains and renews non-financial assets worth over one billion dollars, making it a material agency.
  4. Provide strategic financial management and advice of a high order to the Executive and Authority (Board).
  5. Undertake the formal role of Chief Financial Officer, including in the preparation of financial statements, audit processes and compliance obligations.
  6. Manage the corporate responsibilities for agency financial management functions including high-level leadership, day-to-day performance and resource management and development of people in the work group in the context of the APS workplace environment.
  7. Represent the agency at a range of forums and demonstrate highly developed stakeholder engagement skills. The CFO is required to interact on a regular basis with the Authority (Board), Audit Committee, and NCA Executive as well as the portfolio and central agencies.
  8. Effectively engage with diverse stakeholders including the ANAO, Department of Finance, consultants and contractors as required.
  9. Participate as a constructive member of the Senior Leadership Team of the National Capital Authority and provide reasonable support as required.

 

Qualifications/Mandatory Requirements
  • Tertiary qualifications in Finance or a related discipline are essential.
  • Certified Practicing Accountant (CPA) or equivalent qualification is highly desirable.
  • Ability to gain and maintain a security classification of Baseline is mandatory.

Preferred Experience:

  • At least 10 years demonstrated experience working in a leadership role, and staff supervision/management is desirable.
Selection Criteria
  • Demonstrated ability to manage own performance and to lead, motivate and develop direct reports (including the ability to initiate and manage business process changes).
  • Ability to maintain the Authority’s budget and prepare budget papers and financial reports and statements in accordance with the financial management framework of Government. 
  • Ability to provide high level strategic advice on a broad range of budget, financial, taxation, procurement and audit matters to senior management and the Authority.
  • Demonstrate analytical and policy skills of a high order, with particular reference to financial management and budgeting.
  • A demonstrated understanding of commercial business practice and business planning as they relate to the activities of the National Capital Authority would be an advantage.
