Job description

The NCA is seeking an experienced and motivated person to join the NCA’s Human Resources team in the Operations Branch. Applicants with experience in Human resources and payroll are encouraged to apply.

Under limited direction:

  1. Assist the Manager, Human Resources with the daily functions of the Human Resources (HR) area, including managing the coordination of payroll variation submission and trial pay processing, recruitment processing and organisation of learning and development and provide a high level of customer service to internal and external clients.
  2. Assist with HR projects, including researching legislation and government policy.
  3. Undertake staff inductions and coordinate new starter processes as required.
  4. Assist with the management of outsourced service provider arrangements including payroll, Employee Assistance Program and Rehabilitation Services.
  5. Assist with the provision of regular reports such as annual reporting, Board papers and Audit Committee papers as required.  
  6. Manage status reports for HR, and for other reporting requirement as requested, such as staffing and establishment reporting, exit survey collation and organisational structure charts.
  7. Assist with HR spot check audits for leave and other HR functions as required.
  8. Undertake secretariat duties and arrange meetings for HR and the section as required.
  9. Provide effective day-to-day supervision of reception staff.
  10. Participate as a constructive member of the National Capital Authority and provide reasonable support with Branch functions as required.
Qualifications/Mandatory Requirements
  • Experience in HR functions, including payroll
  • Ability to gain and maintain a security classification of Negative Vetting Level 1 is mandatory.

Preferred Experience

  • At least 3 years demonstrated experience working in a client-focused environment, and staff supervision/management is desirable.
  • Demonstrated knowledge of the APS employment framework.

 

Selection Criteria
  1. Demonstrated experience in administration relating to Human Resource requirements and payroll. An understanding of and the ability to interpret and apply Commonwealth legislation and make decisions in accordance with delegations will be an advantage.
  2. Strong written and oral skills. Demonstrated ability to communicate effectively and work collaboratively with other team members, internal and external stakeholders and develop productive working relationships. The ability to coordinate multiple activities, at times under challenging environments or under tight timeframes. 
  3. Demonstrated strong critical thinking skills with the ability to identify efficiencies or procedure improvements.
  4. Ability to work in a small team environment and contribute positively to the workgroup, including adapting to and implementing change.
