I realise that this submission is to the NCA and you will only be looking at the aesthetic and features of the capital city and its environments in relation to raising London Circuit to the level of Commonwealth Avenue.
However the only purpose that it will serve is to allow the tram in it’s endeavour to proceed to Woden.
Does it conform to the National Capital Plan, no.
Is it going to cost a substantial amount (which could be used for far more beneficial projects) yes.
Is it going to disrupt traffic for 2 to 3 years, and put more pressure on road access, in other areas, yes.
Have a look, up and down, Northbourne Avenue, at what the tram has done to the visual impact, and the visual aspect will only get worse, is this what we need in the centre of the Capital, no.
Will it add to the convenient movement of traffic, no (the tram will take twice as long to cover the same distance as a bus, plus traffic lights will be required where non exist now).
The Auditor General has stated there are no cost benefits in light rail to Woden, the only benefit is to developers and again looking at Northbourne Avenue one can see what they (the developers) consider of any visual impact.
So, no the earthworks should not go ahead. I hope (along with many others that common sense prevails.
