The premise in the submission appears to be overstated.
"This work is intended to prioritise movement of vehicles travelling from Belconnen to Russell, Barton and the Airport during the morning peak hour."
I use this intersection every morning and traffic coming from Belconnen through to Russell, Barton and the airport during the mornings is heavy. However, as a commuter who joins that roundabout from Coranderrk Street onto Parkes Way (heading to Russell, etc) I would suggest that those coming from Belconnen already have a fair go with a significantly lower volume of traffic, and subsequent interruption of flow, turning from Parkes Way (heading west) onto Coranderrk.
