The following formal submission have been made public
Submitter: Szusza IhaszRaising of London Circuit
The division of Civic into East and West by a 6 lane Northborne Ave and the large median strip has always been a headache and an inconvenience.
Not only is that median strip under utilised by the public but the time wasted in pedestrians crossing Northborne Ave and the frustration of motorists wanting to drive through the city is and will continue to be a major and increasing problem.
The solution, though expensive, is simple and will transform the heart of our city in a really positive way..not just cosmetic.
Build a tunnel taking traffic under the space between Alinga Street and London Circuit and under City Hill taking the tram and all traffic that way. Widen the median strip to create a wonderful community space between the old original Civic buildings and with no ring road around City Hill, it would then join that mostly unused space on City Hill to the newly created area between the old buildings. Not only would that improve safety for humans but would facilitate traffic movement. This huge area could then be used for markets, concerts, lunchtime retreats, exhibitions, gardens etc. It would revolutionise and beautify Civic and be the envy of all other cities in Australia.
