This is a rather surprising proposal given the ACT Government always talking about road safety and reducing emissions! Don't most accidents in ACT happen at intersections? So why create more where there currently are none? Why have more intersections for pedestrians to have to cross?
And having another traffic light controlled intersection on such a major road as Commonwealth Avenue will only increase traffic congestion, increase trip times (not just for cars, also for buses and especially for bicycles and pedestrians) - having all the traffic sitting waiting for yet another traffic light will only increase vehicle emissions, as will adding another stop/start to each vehicle journey.
But that's to be expected - we're all getting used to the ACT Government saying one thing, and then doing everything to the opposite effect of what they say they're trying to achieve:
Housing affordability impose more and more taxes and expensive requirements on the construction of homes, restrict sale of land so prices are forced too high to be affordable.
Reduce emissions - put speedbumps everywhere, even on major roads so that all the traffic has to slow and start off again, increasing fuel usage and noise.
Encourage active travel - hire contractors that destroy cycleways by driving heavy vehicles on them, fail to penalise dog owners who don't adequately restrain their dogs on cycleways.
Protect vulnerable road users - continue to grant driving licences to people who (a) repeatedly and habitually disobey traffic and parking rules, and (b) can't safely pass a fixed object, let alone a cyclist or pedestrian.

Of course, having to put traffic lights in a roundabout is a classic admission that a roundabout is the wrong type of intersection for that situation.
Will these signals be temporary during the construction works - like the two set of "temporary" traffic lights installed on Lady Denman Drive to cope with increased traffic volume during the reconstruction of the Glenloch Interchange - over ten years later and the "temporary" traffic lights are still there!
