I am strongly in favour of raising London Circuit both as a means of enabling stage 2 (Civic to Woden) of ACT Light Rail and to significantly improve connectivity and pedestrian and cyclist access from Civic to the lake. Currently Parkes Way and Commonwealth Ave as high speed roads act as a psychological and to some extent physical barrier for walking from from the city to the lake. Raising London Circuit, removing the clover leaf interchanges and creating a much more pedestrian and cyclist friendly path from the city to the lake will allow better use of the land between the city and the lake rather than it largely being a desert of roads, cars and carparks as it is currently.
While perhaps a little off topic I would also strongly urge the NCA to review its position on overhead wires for the light rail in the parliamentary triangle. I fear that insistence on the LRVs running on batteries from Civic potentially all the way to Hopetoun Circuit is going to significantly compromise the speed and performance of the light rail. I consider that objection to the overhead wires on visual impact grounds is misplaced and overstated. My own experience of the current overhead wiring of ACT Light Rail stage 1 is that the visual impact is limited and likely less than that of other essential infrastructure such as streetlights and traffic lights. Nobody suggests that streetlights and traffic lights should be banned from the parliamentary triangle on visual impact grounds. I would urge that wire free running be strictly limited to short sections of the highest visual amenity, perhaps just Commonwealth Ave bridge, and to use an example from a possible future extension, the intersection of Constitution Ave and Anzac Parade.
