Submission to the Raising London Circuit

Have you considered taking the light rail line directly south along Northbourne Avenue and tunneling under City Hill? It seems to me that a minimally-sized tunnel would suffice, since the light rail vehicles will be equipped with batteries in order to be able to pass over the bridge and through the Parliamentary Triangle, so will be able to retract their pantographs while in the tunnel.
