The following formal submission have been made public
Submitter: Bruce PaineRaising of London Circuit
I object to the raising of London Circuit and recommend the NCA does not approve the proposed (or similar works) for the following reasons:
1. The proposal will detrimentally affect traffic flow on Commonwealth Avenue and London Circuit.
Currently the intersection is on two levels, which allows unimpeded traffic flow along both Commonwealth Avenue and London Circuit in both directions on each road ie 4 directions in total concurrently.
Under the proposal, this is likely to be reduced to 1 direction at a time.
This will detrimentally affect people living in Canberra or elsewhere in Australia using the intersection by increasing their commuting time.
2. The above change will increase the amount of energy used by vehicles travelling through the area, because they will be more likely to have to stop and then start. This is detrimental to the interests of people living in Canberra, Australia and the World generally (since emissions are not restricted by international borders).
3. The proposal makes a mockery of 'due process' and any semblance of 'good governance' because the proposal only represents a small proportion of what the ACT Government is actually planning and has announced for the intersection and broader area ie extension of Light Rail to Woden.
The NCA should not be complicit in the ACT Government's attempt to subvert a proper examination of the ACT Government's actual intention. The NCA should require the whole extension proposal to be submitted for NCA consideration concurrently, so that all of the matters are 'on the table' concurrently and able to be considered in their entirety.
To do otherwise brings the NCA into disrepute in my opinion.
I am happy to discuss my Submission with the NCA's Board.
