I submit that the NCA should not give works approval to this project of Raising London Circuit until;
• a business case and cost benefit analysis for the whole of Stage 2 to Woden has been presented to the people of the ACT; and
• the ACT Government delivers an Environmental Assessment which properly accounts alternative zero emissions public transport options.
In progressing the objective of Light Rail to Woden, not only has the ACT Government dismissed its own Auditor’s concerns on the economic justification for Stage 2A, but also, seemingly pretends that this Stage could be a standalone. Stage 2B should have been combined with 2A in order that all the NCA responsibilities could have been dealt with and the public provided with the impacts of a complete stage of an ACT wide network. This piece meal approach in a tick a box exercise fails to deliver comprehensive and worth-while planning outcomes for our Nation’s Capital.
The Environmental Impact Assessment on Raising London Circuit prepared for the ACT Government, Major Projects Canberra by Aecom Pty Ltd, has failed to account any alternative public transport system, such as zero emission electric buses now commonly available worldwide. This option was not available for the critical 2016 election or previous to that election.
The NCA, with due diligence, must now require Aecom in its Chapter 5, Project development and alternatives, to not only consider “alternative” routes, sites, locations, equipment and design but also provide comprehensive assessment of all the environmental issues of Light Rail against a transport alternative of zero emission all electric buses.
There would be no need for any “Disruption Taskforce”, as there is an existing and efficient bus transport network currently delivering a more rapid cross Canberra connected service than any single-track Light Rail configuration could possibly achieve.
The profligate expense and disruption of persevering with the now outmoded Light Rail “vision” is unsustainable.
