The purpose of the ACT government's proposal to the NCA to raise London Circuit is to facilitate Stage 2 of the Light Rail and can only be considered and assessed as part of that overall project.
The NCA's response to the ACT government should be a request for a re-evaluation of the total project as developments appear to throw into doubt the merits of the project.
Cost has to be a factor in determining the wisdom of continuing with the concept. The original estimates were up to $1.9 billion, but subsequent evaluations such as those by Mr Max Flint contend that the price could well be $3.8 billion. this would amount to approximately $30,000 for every man woman and child in the ACT. This cost, along with the extensive disruption to Canberra, not only the disruption caused by constructing a new traffic flow over London Circuit, impels a responsible government to review possible alternatives.
The main alternative proposed is that of electric buses which were not considered by the ACT government when formulating Stage 2 of Light Rail because they were not seen as a viable system at that time. Electric buses, with their various advantages over the fixed line light rail system, particularly their low cost and flexibility, must be considered as a better alternative to the light rail.
