The following formal submission have been made public
Submitter: Peter Harold ShermanRaising of London Circuit
Dear Planners of Light Rail Stage 2, I need to bring to your attention the following apparent major design-fault in your proposal to raise London Circuit & remove the loop roads at the Parkes Way / Commonwealth Avenue junction:
1. it won’t be possible for motorists travelling eastwards along Parkes way to get onto Commonwealth Avenue without having to take a very circuitous route via the city where there are lots of traffic lights which will inevitably delay the flow of vehicles (double emphasis on the words "circuitous" and "inevitably delay"); and,
2. likewise for the motorists traveling north along Commonwealth Avenue who need to travel eastwards along Parkes Way to gain access to Allara Street's southern entrance near the swimming pool, or those who need to travel via Coranderk Street or Anzac Parade to get to their destination;
3. This setup will cause them to be funneled onto narrow Constitution Avenue (which is already badly congested) & having to negotiate two (2) sets of traffic lights & a pedestrian crossing before they get to Coranderk Street, or four (4) traffic lights and two (2) pedestrian crossings before they get to Commonwealth Avenue.
Concerned residents have raised this issue in recent editions of “The Canberra Times” but, so far, nobody from Minister Chris Steel’s department has given any assurance that this potential problem is going to be taken care of. This creates the perception that it is impossible to solve and Canberra’s City Hill precinct is going to end up being despoiled by a poor planning decision which will result in a complex traffic-light system at London Circuit’s intersection with Commonwealth Avenue, causing unacceptable congestion and delays to the flow of traffic. Yours sincerely, Peter
