Dear National Capital Authority Planning representatives,
Thank you for the extension to today to provide submissions. Thank you also for the extensive and well-organised documentation provided on nca.gov.au.
While we were aware of the London Circuit consultations, we did not put in a submission about any issues because in principle it seems like a good idea and we are in favour of the tram rollout. However, in the past fortnight we learned of a proposal to develop Block 16 Section 10 City (70 Allara Street) to be put to the National Capital Planning Authority that has the potential to be a confounding factor for the London Circuit development.
We will be putting in a separate submission on the 70 Allara Street development proposal, however we also believe that the 70 Allara Street proposal is a very important confounding factor for the London Circuit major works development, for both a) the period of construction and b) the resulting steady-state traffic flows. We therefore wished to ensure these issues are considered as part of the London Circuit development.
The proposed 70 Allara Street development calls for a significant construction project directly abutting the east side of the London Circuit development. It is proposed to remove an existing small service building and construct three multi-story buildings to include 350 apartments and commercial premises with a three level carpark beneath the complex.
The developers Purdon Planning and GeoCon anticipate submitting and beginning an early works package at some point in early 2022 with full development underway later in 2022.
For the period of construction of the 70 Allara Street proposed development, which is planned to take place at the same time as the London Circuit development, it seems to be common-sense that there will be significant call upon the London Circuit development site to accommodate 70 Allara Street related truck movements, concrete pours, materials deliveries, cranes, etc. for demolition, digging and construction activities.
Once steady-state traffic flow is achieved after construction of the London Circuit and 70 Allara Street developments, there are likely to be significant impacts on the London Circuit development traffic flows from the 70 Allara Street development. Allara Street, which was opened to northbound egress from Parkes Way a few years ago, is already often highly congested (even with Covid-19 traffic reductions) with flow-on effects between Parkes Way and Constitution Avenue through to London Circuit. Even though no entrance/exit to London Circuit for the 70 Allara Street buildings is planned, all of the newly introduced high-density residential and commercial traffic created by that development would directly impact the London Circuit development via the the immediately adjacent feeder streets to the development.
We believe it is important to alert the NCA to be aware of these important confounding risks for the London Circuit development should the 70 Allara Street proposal proceed.
