The proposal should not proceed as the two objectives that together provide the rationale for the massively expensive and disruptive works are fundamentally flawed.
These works would not have been proposed if the sole argument was to facilitate further development of Canberra City. The cost and disruption would be totally unacceptable to the community given that there are many more cost effective ways in which the city can be further developed, or preferably redeveloped.
Further, the need for further development may well be questioned as working patterns change in response to the COVID pandemic.
Similarly, the need for these works to accommodate the extension of the tram to Woden is highly questionable.
Extension of the tram to Woden;
- is not part of a coherent overall transport plan for Canberra that responds to a highly networked living and working population
- will result in slower commuting trips and more changes of transport mode
- does not pass the cost benefit test
- does not respond to community demand
- is potentially the most expensive and least flexible solution to the need for renewable powered public transport.
The NCA should reject the proposed changes to the plan on the basis that it will involve massive disruption over many years and is not justified by either of the rationales put forward by the ACT government.
