Description of Works: Raising of London Circuit and temporary traffic arrangements Vernon Circle in preparation for a future light rail system

Pursuant to Section 2 of the National Capital Plan and Part 10 of the Heritage Act 2004, the ACT Heritage Council advises that:
The proposed development is unlikely to diminish the heritage significance of a place or object.
Background:
On 15 October 2021, the ACT Heritage Council (the Council) received the referral of two Works Approval (WA) applications made to the National Capital Authority (the NCA). The applications are for works in support of Stage 2A of the Light Rail Project which require the raising of a portion of London Circuit and associated changed traffic arrangements on Commonwealth and Edinburgh Avenues, Vernon Circle, London Circuit, Parkes Way and Coranderrk Street.
Some of these works sit within the curtilage of City Hill, a place on the ACT Heritage Register (the Register) which extends to include the full width of the Vernon Circle road reserve (pavement and verges).
This part of the works consists of changes to the roadway and the installation of roadside structures within the southern part of Vernon Circle, in the road verge away from City Hill under WA102570; and the installation of temporary signalisation at the intersection of Northbourne Avenue and Vernon Circle heading south under WA102593.
The “Features Intrinsic” listed in the Register entry comprise the following elements:
a) all grassed areas;
b) six axial plantings of Cupressus sempervirens 'Stricta';
c) eleven oval shaped groups of Cupressus sempervirens 'Stricta';
d) all groups of Pinus radiate between the axial plantings;
e) plantings of Robinia pseudoacacia; and
f) the metal flagpole in its existing location.
Advice:
After a review of the information provided in support of WA102570 and WA102593, the Council concludes that the proposed works will not directly affect the listed Features Intrinsic to the City Hill Register entry.
As such, these works are considered to be unlikely to diminish the heritage significance of City Hill, and no approvals under the Heritage Act 2004 are required prior to their commencement.
