Amendment 4 redefined the 'Urban Areas' of Gungahlin so that it covered the proposed residential and tourist components of the proposed "Harcourt Hill" development. The Amendment also:
- Precisely defined the full extent of the Gold Creek Tourist Area
- Applied Special Requirements ot the "Harcourt Hill" resort and to the Gold Creek Tourist Area. These special requirements were set out in Appendix V.
